2. Each member cooperates, where possible and where possible, under conditions agreed with other members with whom it has a common border, in order to coordinate procedures at border crossing points to facilitate cross-border exchanges. This cooperation and coordination may include: 3.1 Each member establishes or has, within its resources, one or more investigative bodies to respond to appropriate requests from governments, economic operators and other interested parties regarding the issues covered in paragraph 1.1 and to provide the necessary forms and documents in accordance with paragraph 1.1 a).
